There are a lot of different ways to play Celtic and it can be done well (and poorly) in Standard, Drop D, DADGAD etc. on all sorts of instruments. Are you playing fingerstyle melodies at home alone in your living room, or playing with a flatpick in a session with 3 fiddles and accordions etc., or in a contra dance band with amplification, it makes a big difference. I don't think you can say there is one type of guitar or one tuning that is best for all of it.
